The Government of Khyber Pakhtunkhwa (GoKP) is steadfast in its commitment to adopting a citizen-centric approach to governance, guided by principles of transparency, efficiency, and accountability. We believe that effective governance must place the needs of citizens at its core, ensuring that every rupee spent contributes meaningfully to improved public service delivery and inclusive development across the province.

In pursuit of this vision, the Government has embarked upon a comprehensive Public Financial Management (PFM) reform agenda aimed at strengthening financial governance and enhancing the credibility of public institutions. Our goal is to simplify processes, reduce bureaucratic hurdles, and ensure that public funds are efficiently channelled to the grassroots level—where they can make the greatest impact.

A major milestone in this journey was the enactment of the Public Financial Management Act, 2022, which establishes a robust legal framework for managing public resources. This Act promotes accountability and transparency, enforces fiscal discipline, enhances efficiency in service delivery, strengthens financial oversight, and aligns the province’s financial systems with international best practices.

To further advance these objectives, the Finance Department, with the support of the World Bank, has introduced two flagship reform programmes—Khyber Pakhtunkhwa Revenue Mobilization and Public Resource Management Program (KPRMP) and Khyber Pakhtunkhwa Spending Effectively for Enhanced Development Program (KPSPEED). These initiatives are designed to expand the province’s fiscal space through effective revenue mobilization, prudent management of pension liabilities, and other measures that ensure long-term fiscal sustainability.

The resources generated through these reforms will be strategically invested in priority sectors such as health, education, and social protection—areas that are vital for human development and social progress.

Through these ongoing reforms, the Government of Khyber Pakhtunkhwa reaffirms its unwavering commitment to prudent financial management, sustainable economic growth, and the overall well-being of its people. Together, we are building a stronger, more resilient, and prosperous Khyber Pakhtunkhwa for generations to come.

Message from Secretary Finance, Government of Khyber Pakhtunkhwa


The Finance Department is driving forward the Government’s reform vision by modernizing public financial management and strengthening fiscal discipline through innovation, digitalization, and institutional capacity building.  Guided by the Public Financial Management Act, 2022 and the KP PFM Reform Strategy, we are implementing key reforms through flagship initiatives — the Khyber Pakhtunkhwa Revenue Mobilization and Public Resource Management Program (KPRMP) and KP Spending Effectively for Enhanced Development (KPSPEED). These programs aim to ensure that every rupee spent delivers value, strengthens service delivery, and contributes to sustainable growth.

Our vision is to build a fiscally sustainable future for the province by enhancing own-source revenue, improving allocative and operational efficiency, and curtailing unnecessary expenditures to create greater fiscal space for investment in health, education, and other priority sectors.

We are reshaping the way public resources are planned and managed. The Cash Management Policy, a key step toward implementing the Treasury Single Account (TSA), will help consolidate government financial resources for better fiscal control. Pension Reforms have been designed to both manage growing pension liabilities and facilitate timely support for pensioners. The Facility-Level Budgeting and Expenditure Management Policy empowers facility heads by moving budget planning and spending authority closer to the grassroots, promoting autonomy and accountability in financial management.

In line with our vision of a modern and digital government, the Finance Department is transitioning from manual to automated systems. The introduction of the Computerized Financial Management Information System (CFMIS) for Tehsil Municipal Administrations, e-Summary system, digitization of Urban Immovable Property Tax (UIPT) records, e-Procurement, and the Asset Management Information System represent key steps toward achieving comprehensive e-Governance and modernization of financial operations in the province.

Together, these reforms reflect our collective resolve to establish a modern, transparent, and results-driven public finance system that ensures fiscal responsibility, strengthens service delivery, and serves the people of Khyber Pakhtunkhwa with integrity and purpose.

As the driving force behind the KPRMP and KPSPEED programs, our mission is to empower the Government of KP with modern tools, digital solutions, and strategic insights that make governance more efficient, transparent, and citizen-focused.

Our team of dedicated professionals is leading the province’s journey toward e-Governance transforming processes from manual to digital i.e. towards e-Summaries and e-Procurement and digital budgeting, asset management, and reporting systems, we’re helping build a smarter, more connected government.

Beyond technology, we’re also shaping the future of public financial management, strengthening cash management, pension systems, and tax administration to ensure fiscal sustainability and better service delivery.

The Finance Department serves as the main implementing agency for the KP Revenue Mobilization and Public Resource Management Program (KPRMP) and the KP Spending Effectively for Enhanced Development (KP-SPEED) Program. The SSU functions as a centralized facilitation and coordination platform, supporting both ongoing and future initiatives. Working closely with the Project Implementation Unit (PIU), the SSU delivers core operational services, including financial management, procurement, monitoring and evaluation, communications, and environmental and social safeguards oversight. The SSU is headed by a government-appointed Director and is supported by technical specialists in procurement, financial management, monitoring and evaluation, and environmental and social safeguards. Additionally, the SSU prepares the annual project work plan and presents it to the Project Steering Committee, chaired by the Additional Chief Secretary (ACS) of the Planning and Development Department, Government of Khyber Pakhtunkhwa, for review and approval.
